Do eyebrow hairs always grow back?

I had my eyebrows threaded in early May, and the woman did them uneven. on one of them she took off a bit too much. In the area where she removed a little too much hair, I plucked the regrowing hairs 2 or 3 more times before I just decided to not pluck for the whole summer. Will all the hairs in that area grow back over the summer, because as of now there are only a few light hairs, or is that just how its going to remain? If so, should I just ask the eyebrow threading woman ( a DIFFERENT lady at a DIFFERENT place) to make the other eyebrow look like the one I mentioned before?
