Bathroom scales problem?

I got some new bathroom scales for �10 last week (first time ever having some) and am confused because they give very different amounts when I move them even a few inches. And in different rooms the amounts can differ sometimes around 15lbs. Is this normal? Or are they bad scales? Or do I have very uneven floors?
