What Is The Best Makeup for Me?

Alright so I'm going to be a freshman soon and i was hoping you guys could help with makeup advise(: My skin is pretty normal, slightly oily. I was thinking of a powder foundation? What are the best drug store brands in your opinion? What else do i need? I have an uneven skin tone, but very mild acne. Would i need a concealer? aahh thanks for the help!
